About the role

Our Balfour Beatty Highways business has a fantastic opportunity for a Commercial Manager to join our team on the Lower Thames Crossing Project.


As a Commercial Manager, you will be an integral part of the project management team, responsible for the financial management of a major, complex project from inception, tendering, negotiating, and agreeing contracts and commercially delivering Projects.  This role is broad and includes risk management, procurement, financial reporting and managing the supply chain.


Balfour Beatty Highways maintain, manage, and operate major highway networks across the UK and support local authorities creating communities where people want to live work and play.


We provide high quality asset strategy, management, and planning consultancy services to a wide range of public and private sector customers. We provide specialist, reliable, sustainable, and creative advice for asset management planning and implementation in the UK. We put our customers first and prioritise completing schemes safely, efficiently and to a high standard.

What you'll be doing

In this role you will:



  • Apply relevant legislation and collaborate with legal experts.

  • Prepare estimates and tender submissions, interpreting specifications and preambles.

  • Represent financial and contractual interests during progress meetings.

  • Coordinate buying, accounts, production planning, and procurement.

  • Monitor project plans to ensure alignment with goals.

  • Manage and report on commercial risks, opportunities, and disallowed costs.

  • Provide input for buildability and value engineering reviews.

  • Oversee tender reviews, cost data analysis, and target cost preparations.

  • Lead the commercial team in addressing programme issues.

  • Report commercial aspects to senior divisional staff.

  • Prepare and present monthly CVRs and associated reports.

  • Provide feedback on commercial data to support planning, estimating, and marketing.

  • Engage with clients and stakeholders on commercial matters.

  • Advise on alternative contracts and procurement arrangements.

  • Formulate and manage resource procurement plans.

Who we're looking for

You will have the following:



  • A BSc or MSc in Quantity Surveying (or equivalent).

  • Membership or fellowship of RICS, ICES, or CIOB (or working towards).Membership or Fellowship of RICS, ICES or CIOB (or working towards)

  • A strong understanding of governance requirements and LEAN/digital opportunities.

  • The ability to see the broader business landscape and prioritize opportunities.

  • Knowledge of economic factors affecting the construction industry.

  • Experience with dispute resolution methods and techniques.

  • Excellent time management skills and the ability to work in multidisciplinary environments.

  • High ethical standards and integrity.
